Problem with keyboard layot

Hello, I have been using Calculate XFCE.
I set three keyboard layots. I added panel layot, but I can’t change them. Tried with keyboard shortcut, can’t change it, too.

have the same problem on install latest XFCE4 ISO, keyboard does not change
